General board meeting called to order at 3:05 p.m. by President Mr. Bettag. Present were Directors Mr. Bettag, Mr. Schloss and Mr. Meyer, Chief Svetanics and Ms. Vincent. There were no Citizens of the District present.

Purpose of meeting was to discuss and approve monthly expenses, the 2006 Budget prepared by accountant Joe Schnieders, the revised M.O.U., a new hire and evaluation ratings.

Checks were reviewed and signed.

Motion by Mr. Schloss to accept the 2006 Budget as presented, 2nd by Mr. Meyer, roll call vote Mr. Bettag aye, Mr. Schloss aye, Mr. Meyer aye. Chief Svetanics stated he will hand-deliver the 2006 Budget to the St. Louis County Clerk on Thursday, December 22, 2005.

Mr. Bettag reported that the Board has made a decision to hire a new employee to start the first pay period of the new year. Motion by Mr. Meyer to accept recommendation made by Chief Svetanics to hire Keith Pfeifer, 2nd by Mr. Schloss, roll call vote Mr. Bettag aye, Mr. Schloss aye, Mr. Meyer aye.

Motion by Mr. Meyer to adopt the Employee Evaluation Rating as part of the District Rules and Regulations as prepared and signed on December 20, 2005 by I.A.F.C. Local #2677, 2nd by Mr. Schloss, roll call vote Mr. Bettag aye, Mr. Schloss aye, Mr. Meyer aye.

Mr. Bettag reported that revisions made to the M.O.U. during negotiations with Local #2677 include raises for all employees and additional costs to employees and dependants for health care through payroll deductions.

Motion by Mr. Schloss to accept the two-year Memorandum of Understanding effective January 1, 2006 to December 31, 2008 as presented and signed by I.A.F.C. Local #2677, 2nd by Mr. Meyer, roll call vote Mr. Bettag aye, Mr. Schloss aye, Mr. Meyer aye.
