General Board Meeting called to order at 3:10 p.m. by President Mr. Schloss. Present were Directors Mr. Schloss, Mr. Bettag and Mr. Meyer, Chief Svetanics and Ms. Vincent. Also present were Councilman Steve Stenger and District Attorney Matt Hoffman. There were no citizens of the district present.
The Pledge of Allegiance led by Chief Svetanics.
Mr. Schloss stated there are no additions to the agenda. Motion to accept the agenda by Mr. Bettag, 2nd by Mr. Meyer, roll call vote Mr. Schloss aye, Mr. Bettag aye, Mr. Meyer aye.
The Board met with and introduced newly elected Councilman Steve Stenger to the District. Councilman Stenger and Mr. Hoffman left meeting at 3:50 p.m.
Motion by Mr. Meyer to accept the minutes from the general sessions of December 1, 2008, December 9, 2008, December 17, 2008 and December 22, 2008, and the closed executive session of December 17, 2008, as presented, 2nd by Mr. Bettag, roll call vote Mr. Schloss aye, Mr. Bettag aye, Mr. Meyer aye.
Mr. Meyer gave the treasurer’s report for the month ending December 31, 2008. Mr. Meyer reported that tax revenue is still to coming in and that revenue collected through the lockbox in December was 34,591, making the total collected for the year at around 422,612.
Mr. Meyer stated that actual expenditures for the end of the year are at 99.2%, close to the budget set for the year.

The Chief reported that we have heard from another district wanting to purchase our old Pumper 1614 but we are holding it for them as they have to wait for their tax revenue to come in.
Chief Svetanics announced that we have a new Lieutenant, Larry Lewellen, and that we had a promotion ceremony for his friends and family to attend.
Chief Svetanics reported that Total Landscaping has done an excellent job of fixing the retaining wall at the front of the building since a broken pipe washed it away last month. We will have to wait until warmer weather to receive new sod to finish the project.

Chief Svetanics stated that mutual aid helped greatly in the battle of the 6-alarm fire at the recycling plant earlier this month. We did incur overtime since another crew was called in to relieve the initial shift at midnight.
Chief Svetanics reported that now that we have promoted Larry Lewellen to Lieutenant we will need to hold another test to replace Lt. Lewellen as engineer, and have four applicants so far.
The Board noted that the District will not need to hold an election for the opening for director of the board since the closing date for filing was January 20, 2009, and there were no candidates who filed but acting Chairman, Jerry Schloss.
The Board discussed the letter received from St. Louis County Revenue regarding a new law wherein the District has to provide a non-binding tax rate to the County by April 8, 2009. The District will be expected to send a Notice of Projected Tax Liability to property owners.
Monthly reports presented on training by each crew member, maintenance report, fire incident report and summary, ambulance statistics, ambulance monthly lockbox report and MediClaims report, community services report, wage report, South County Fire Alarm report, drug utilization report, St. Louis County revenue letter, and St. Anthony’s restocking information memo.
Next general meeting scheduled for Tuesday, February 17, 2009, at 3:00 p.m. The regular open meeting for bill discussion will be on Tuesday, February 24, 2009, at 3:00 p.m.
