Minutes Board of Dirctors Meeting 6/14/04

The General Board Meeting was called to order at 7:02 p.m. by President Mr. Stonebraker. Present were Directors Mr. Stonebraker, Mr. Schloss and Mr. Bettag, Chief Svetanics and Ms. Vincent.

Pledge of allegiance led by Chief Svetanics.

Mr. Stonebraker made a motion to accept the agenda, 2nd by Mr. Bettag. Roll call vote, all ayes.

Motion by Mr. Stonebraker to accept the minutes from the closed executive sessions of May 7, 2004 and May 19, 2004, and the minutes from the general sessions of May 7, 2004 and May 26, 2004, 2nd by Mr. Schloss, roll call vote, all ayes.

Mr. Bettag gave the treasurer’s report for the month ending May 31, 2004. Mr. Bettag reported the District received $19,520 in tax revenue in May and that we have received 95 percent of the budgeted tax revenue for the year.

Mr. Bettag stated the District received ambulance fees of $28,000 in May. We had budgeted $25,000 per month in ambulance fees so we are around $7,000 behind for the year. Motion by Mr. Schloss to accept the treasurer’s report, 2nd by Mr. Stonebraker, roll call vote, all ayes.

Chief’s Report: Chief Svetanics reported that sick day usage is down for the month of May, which is saving on overtime.

Chief Svetanics announced that the District installed only 4 smoke detectors, but infant car seats installed totaled 25, with 3 bike helmets given away for the month of May.

Chief Svetanics reported that Public Education Officer Ron Harder wanted to inform our Citizens that we are kicking off the Lemay Fire District Summer Safety Program and that all our members have taken car seat installation classes and bicycle helmet classes and are able to assist citizens with these installations and safety checks. We are offering free bike helmets or car seats to those in need and that Citizens will need to make an appointment.

Chief Svetanics stated that the Public Education Report also mentioned that senior citizen safety talks are well received in the District as they give interactive talks on fire extinguisher usage, fall prevention and tornado safety. The first talk scheduled this summer was held at the Salvation Army.

Chief Svetanics also reported that all crews participated in area picnics and parades, as well as giving talks at several preschools and firehouse tours during the month of May.

Chief Svetanics stated that we will hold an open house on Saturday, August 28 and we will have more information about this at the next meeting.

Chief Svetanics reported that the landscaping on the upper parking lot is about finished and that we had an electrician correct the wiring to the message board from the flag pole light. We also purchased new flags as the previous flags were damaged from the frequent storms we were experiencing.

Chief Svetanics reported that we had delivery of the new computers but are still waiting for the new server to arrive. The ambulance crew started using the Code Red system and their new notebook with great success, and we started using the new billing company, MediClaims, on June 1.

Chief Svetanics stated that Training Officer Lt. Heidbreder reported that all crews completed written and practical tests on fire service ground ladders. Safety Officer Lt. Robinson ordered modification of the metal ambulance step to prevent injuries, and that Captain Jegel requested the option for captains to wear blue T-shirts as opposed to white while working on trucks, building and property maintenance.

Chief Svetanics reported that we received a letter from Missouri PST Insurance, which insures our in-ground fuel tanks, and that we are in the process of checking out alternative ways to measure tanks and get test results.

Monthly reports presented on training by each crew member, 40 hour education schedule for training, maintenance report, fire incident report and summary, ambulance statistics, lockbox monthly credit report, public education report, community services report, wage report and St. Louis Metro Fire District Alliance Minutes. Also received were letters from Attorney General Jay Nixon regarding passage of Bills 1020, 889 & 869 pertaining to the Sunshine Law; St. Louis County Revenue Board of Equalization about Board attending hearings on exemption petitions, Midwest Bank explaining business accounts cycle dates and name changes, and a thank you from St. Mark Catholic School for all we do in the community and appearing for the school parade even though a last minute call kept us from joining the parade.

Next meeting is scheduled for Monday, July 12, 2004, at 7:00 p.m. The regular open meeting for bill discussion is scheduled for Wednesday, July 21, 2004 at 3:30 p.m.

Motion by Mr. Stonebraker to adjourn the General Board meeting at 7:45 p.m., 2nd by Mr. Schloss, roll call vote, all ayes.
